I think the translation reads
"To the English Guest,to remember about Germany"

You said though that 'anything is possible' with this pennant. I agree and would add another possible scenario: that it was given to someone over on a
youth exchange visit from Great Britain. The dedication is written in
an impersonal way though - almost as if the person who wrote this
didn't know the receiver that well.
